Regulations for telemedicine to be developed in 2018

The Russian Minister of Health, Veronika Skvortsova, has spoken of plans to develop a system for providing clinical health care at a distance in 2018. She made the announcement at the Congress of the National Medical Chamber.

RIA Novosti reports that, according to Skvortsova , the system of telemedicine will work at multiple levels, ranging from leading federal centres to regional organisations of the first and second level, covering the main fields of health care. Regulations for providing clinical help with the assistance of telecommunication and information technologies should be introduced by the end of 2018.

The Federal Agency on Technical Regulation and Metrology (Rosstandart) has already developed a national standards strategy for telemedicine, drawing up one of the first laws in the field. In the long run, modern demands and expectations will be expected to fall in with these established standards.

The law ‘On Amendments to certain legislative acts of the Russian Federation on the application of information technologies to the sphere of health care’ (No. 242-FZ) was passed on 29 July 2017. For the first time ever, this provides for the option of offering medical help with the use of telemedicine technologies. The law will come into force in January 2018, with some individual provisions taking effect from 1 January 2019.
