Inspections of psychoneurological facilities have begun in Russia

In February 2019, Rostrud in collaboration with Roszdravnadzor and Rospotrebnadzor were instructed to review the activities of psychoneurological residential facilities and their compliance with citizens’ rights in the provision of social services.

TASS reports that the Russian Minister for Labour and Social Welfare, Maxim Topilin, announced the beginning of the review of psychoneurological residential facilities (PNI). The order to conduct inspections was earlier given by the deputy prime minister Tatiana Golikova. This became known at the meeting of the Council for Guardianship in the Social Sphere, which took place on 1 February 2019. In addition to this, the Ministry of Labour and Social Welfare and the Ministry of Health should present their proposals for the reform of PNIs by 1 March 2019.

Earlier, non-profit organisations called for the adoption of the law on “distributed guardianship”. This draft law was approved by the State Duma on its first reading almost three years ago but has not yet made it to a second reading. The adoption of the draft law would allow the introduction of an institute of external guardians for people with mental health needs and to ensure that the closed nature of these residential facilities is overcome. Experts note that the new law will give non-profit organisations the opportunity to take people into their guardianship, since currently the only guardian responsible for them is the director of the residential institute.
