The presidential commission responsible for assessing candidates began accepting nominations on 15 August for state prizes for achievements in the fields of charitable work and defence of rights. Nominations will be accepted up to 17 September, according to the presidential council for the development of civil society and human rights. This prize was first given in 2016, and the first to win it were Elizaveta Glinka and Aleksander Tkachenko. In 2017 the award went to Lyudmila Alekseeva of the Moscow Helsinki Group and Vladimir Vavilov, Chairman of the Anzhela Vavilov Foundation.

In October 2017 the Public Chamber opened a portal for people to vote in this contest.
