Russia’s Labour Ministry to amend rules on subsidies to SONGOs

Amendments to the 2017 Federal Budget law are being drafted.

The Ministry of Labour and Social Protection has prepared a draft Order that seeks to amend the rules governing the provision of State subsidies to socially orientated NGOs (SONGOs) from the federal budget which has been published on the Government’s official legal information portal (http://regulation.gov.ru/projects)

The draft Order has been put together as part of the 2017 Federal Budget law which stipulates that State budget funding for SONGOs does not require Treasury approval. “This draft Order amends the rules for providing subsidies from the Federal budget as State support for certain public and other NGOs which specify that the Ministries of Health and Labour transfer subsidies to recipients’ payment accounts opened with credit institutions in accordance with established procedures”, says the draft Order’s Explanatory Note.

The draft Order is currently being scrutinised by independent anti-corruption experts whose work should be completed by 6 March.
