Ministry of Economic Development presents annual report on development of NGOs

The Russian Ministry of Economic Development has published an analysis of the regulatory basis for support of socially oriented non-commercial organisations, the dynamics of development in the sector and the system of support measures for NGOs in 2016.

In 2016 in particular, measures were taken to widen the participation of socially oriented non-commercial organisations in providing social services to the population, the report states. According to data from the start of 2017, in the social services registry, there are 1047 non-state organisations included, 705 of which are non-commercial.

The expansion of NGOs’ participation in providing social services to the population was made possible by a series of legislation adopted during the reporting period. In particular in 2016, a set of measures were adopted for phased access of NGOs to budgetary funds allocated for the provision of social services, as well as a roadmap to support NGOs’ access to social services. The law on providers of socially helpful services was also adopted in 2016, aimed at providing state support to the third sector and guaranteeing NGO access to budgetary funds.

The federal budget’s allocation for supporting socially oriented NGOs was increased to 11,236 billion roubles (in 2015, the sum was 8,014 billion roubles).

In 2016, a programme was also carried out by 49 NGOs, who had previously received support from the Ministry of Economic Development. As a result, more than 18,600 socially oriented NGOs received consultations, informational and methodological support, with almost 2000 seminars taking place, attracting more than 18,000 volunteers. It was noted in the Ministry of Economic Development that this subsidy, which had already been allocated to 49 socially oriented NGOs in 2014, was a significant stimulus for expanding support for the third sector.

Overall, according to official data, in 2016 there were 143,000 non-commercial organisations active, with an average number of five to seven employees per NGO. In particular, in 2016, the number of NGOs providing medical and social rehabilitation to drug addicts, carrying out exploratory work, producing and distributing public service advertising, protecting human rights and providing pro bono legal assistance, as well as those involved with ecological and charitable activities grew.

As an appendix to the document, the results of the monitoring of how phased access to budgetary funds for NGOs has been implemented and a list of social services to be provided by NGOs in the constituent regions of the Russian Federation are available.
