European Instrument for Democracy and Human Rights (EIDHR Programme)European Commission, EuropeAid Co-operation Office, B - 1049 Brussels, Belgium (+32) 02 299 11 11 EuropeAid-EIDHR@ec.europa.eu http://www.delrus.ec.europa.eu/ru/p_417.htm The European Instrument for Democracy and Human Rights (EIDHR), set in 2006, is a European Union programme that aims to promote and support human rights and democracy worldwide. The EU believes that democracy and human rights are universal values that should be vigorously promoted around the world. They are integral to effective work on poverty alleviation and conflict prevention and resolution, in addition to being valuable bulwarks against terrorism. Development and democratisation processes must be locally owned if they are to play an influential role in society. This means engaging governments and leading stakeholders in decision-making, which can be difficult to achieve if the EU’s relations with partner countries is restricted to government channels. In this context, EIDHR aims to strengthen the role of civil society in the promotion of human rights, political pluralism and democratic participation and representation. Civil society should also be strong enough to contribute to the peaceful conciliation of group interests and be able to promote equality between men and women in social, economic and political life. Five distinct objectives have been identified for the period 2007-2010: 1) Enhancing respect for human rights and fundamental freedoms in countries and regions where they are most at risk; 2) Strengthening the role of civil society in promoting human rights and democratic reform, in supporting the peaceful conciliation of group interests and in consolidating political participation and representation; 3) Supporting actions on human rights and democracy issues in areas covered by EU Guidelines, including on human rights dialogues, on human rights defenders, on the death penalty, on torture, and on children and armed conflict; 4) Supporting and strengthening the international and regional framework for the protection of human rights, justice, the rule of law and the promotion of democracy; 5) Building confidence in and enhancing the reliability and transparency of democratic electoral processes, in particular through EU Election Observation Missions. Assistance under EIDHR complements other tools which are used to implement EU policies for democracy and human rights. These range from political dialogue and diplomatic initiatives to various instruments for financial and technical co-operation, including the Development Co-operation Instrument (DCI).
