"Backwards or Forwards? Challenges facing NGOs in Russia"

This second CEELBAS/BEARR conference under the joint NGO Development Programme was held on 15 June 2009.

The conference addressed a whole range of issues of current interest to NGOs working with or in Russia: political, social, legal, administrative, tax-related.  The aim was to help NGOs navigate the sometimes difficult environment in which they have to work.  The afternoon session was devoted to finding sources of funding, national and international, official, private or charitable, in these straitened times.
