The State Duma approves amendments for law on social services providers

Deputies have approved the draft law to simplify the procedure of receiving a status confirming the quality of social services.

The Russian State Duma adopted the draft law on the second reading, giving regional agencies the power to evaluate the quality of services provided by socially oriented non-commercial organisations. The first reading of the document took place in September, but the date for the third reading of the draft law has not yet been decided.

The law on providers of socially helpful services came in to force on 1 January 2017. “Providers of socially helpful services” are socially oriented non-commercial organisations who over the course of a year or more provide socially helpful services of a corresponding quality, who are not a “foreign agent” and do not have any taxes, levies or any other form of compulsory payments outstanding. Any organisations aiming for this status are required to receive confirmation of the corresponding quality of the services provided from the federal agencies of the responsible authority.

The register of providers of socially helpful services is on the Ministry of Justice’s website. Thirty-eight NGOs are currently registered.
