Repeated cases of torture of prisoners require new methods of working.

It would be right to conduct checks on institutions of the Federal Penitentiary Service (FPS) more often, according to Mikhail Fedotov. As RIA Novosti reports, the head of the Presidential Council for Civil Society and Human Rights (HRC) suggests reforming the work of the supervisory commission, to intensify the reform of the system of the execution of sentences. Above all, this will improve the detention conditions of inmates.

“I visited a penal colony in Yaroslavl, and met prisoner Evgeny Makarov, who had been tortured by the institution’s employees. And it soon became clear how this happened, and the conditions which have allowed this kind of crime to remain unpunished and undetected for years,” aid Fedotov, connecting this with poor overall organisation of work in this institution, and with insufficient CCTV.

After the systematic beating and torture in correctional colonies in Yaroslavl became known – and later, reports of the murder of an inmate during torture in a Bryansk institution – the head of the FPS decided to establish a special commission to investigate all instances of violence against prisoners during the last year in all institutions in Russia. Within a month, the office will collect raw statistical data about instances of violence against prisoners.

Additionally, as RT reports, according to the conclusions of the investigation into the incident in Prison No. 1, there will soon be a reshuffle of the personnel in Yaroslavl Oblast. With regards to the proposal by Valentina Matvienko on reform of the service, the head of the service, Gennady Kornienko, responded that these matters cannot be rushed and everything needs to be carefully examined to determine the best means of implementation.
