According to the State Duma MP, Sergey Gavrilov, the “2018 Federal Budget and 2019/ 2020 Planning Round” Bill provides for a substantial increase in funding to support socially orientated NGOs (SONGOs). The sub-programme: Enhancing the effectiveness of State support to SONGOs outlined in the federal budget is aimed at improving the performance of NGOs that provide social services.

“Resources for this sub-programme will increase more than 1.5 fold from 1,131 to 1,801 billion roubles. By adopting the Federal Budget Law last autumn the Committee for the Development of Civil Society sought to increase funding for this initiative and we have largely achieved this”, said Gavrilov.

The Bill’s First Reading is due to take place on 7 June.

The Duma is aware that subsidies in support of NGOs involved in the development of civil society institutions are provided through Presidential Grants’ competitions. The total Presidential Grants’ allocation for 2018 is 8,016 billion roubles which will be unaffected by any changes to the federal budget. The results of the first contest of the year were announced on 31 May, with the winners receiving grants of around 3 billion roubles.
