Self-Employment Programme for Persons with Disabilities

The Self-Employment Programme is part of the Creating Inclusive and Decent Jobs for Socially Vulnerable Groups Project implemented by the Ministry of Labor and Social Protection of the Population, State Employment Service of Azerbaijan and supported by the UNDP

What is the goal of the programme?

The aim is to support 500 unemployed persons with disabilities who have the desire and vision to start their own business. To help the unemployed bring their business ideas to life, the programme provides free training in entrepreneurship, advice and financial support in the form of equipment and/or materials.

Who can participate?

In 2019-2020, the programme will be piloted in the following regions of Azerbaijan: Ganja, Mingachevir, Sumgayit, Shamkir, Zaqatala, Goychay, Barda, Shamakhi, Fizuli, Absheron, Sabunchu and Binagadi regions. All unemployed persons with disabilities registered with the State Employment Centers in these regions are eligible to participate.

What does the process involve?

The Programme starts with selection and assessment of the candidates’ knowledge about entrepreneurship. 700 candidates will be selected in the above mentioned regions/cities and have the opportunity to attend free training courses to learn about entrepreneurship and preparation of economically viable and sustainable business plans. 600 candidates who have successfully completed a training and economically viable business idea will be assisted in the preparation of a detailed business plan and identifying the technical specifications of equipment and raw materials required to start a business. 500 candidates who develop successful business plans will be supported in the registration of the new business and provided with in-kind grants.

The MLSPP will be the responsible executing entity. UNDP will be acting as Responsible Party to provide technical assistance, capacity development and operational support in the programme implementation related to procurement, recruitment, contracting and execution of direct payments to suppliers.

The general selection criteria for participating in the project

  1. Persons with disabilities
  2. Residence: Ganja, Mingachevir, Sumgayit, Shamkir, Zaqatala, Goychay, Barda, Shamakhi, Fizuli, Absheron, Sabunchu and Binagadi
  3. Citizenship of the Republic of Azerbaijan
  4. Minimum required education:primary education
  5. To have high motivation to learn and work
  6. Basic computer skills (desirable)
  7. Registration at the State Employment Center/unemployed status reference

The deadline for applications was 10 July.
